Maryland Department of Health Master Plan

Marshall Craft completed an intensive planning effort with the Maryland Department of Health to develop a 20-year Master Plan that reimagines the services the state provides, as well as how and where services are provided to Maryland residents.

Our work included an assessment of 14 campuses throughout the state of Maryland, totaling approximately 14 million square feet of space. The study was conducted in five phases, including facility analysis, program analysis and development, area planning, priorities and budgeting, and the preparation of a consolidated 20-year Master Plan.

Marshall Craft worked alongside state decisionmakers and stakeholders to evaluate facility needs of the types of patients served. These facilities included behavioral health, developmental disabilities, child/adolescent school programs, and long-term care, to assess the efficiency of the cost of care relative to existing facilities and geographic locations.

The resulting plan enables the state to focus on core programs, plan for required facility upgrades, develop public/private partnerships, and divest underutilized property throughout Maryland.
